According to Taiwan Power Company Taipower the outages were caused by an equipment failure at the Hsinta Power Plant in Kaohsiung City which provides around a seventh of Taiwans power. Confirmed that the blackout was caused by equipment failure at the islands second largest coal-fired power plant located in the port city of Kaohsiung.
